Limit the serial speed to 38400 if not defined in termios.h (MacOSX)

Add --disable-swig to make it easier to remove compilation of all
extensions such as owperl, owtcl, owpython, owphp. It's needed when
crosscompiling and swig only exists for host and not target.

Turn off ds2404_compliance as default since it didn't solve the problem
with missing devices.

Move ds2404_compliance to connection_in struct, and it's enabled
by default for local adapters. Possible to turn off in
system/adapter/ds2404_compliance.ALL if wanted.
