added access to the error_level and error_print global variables. created ow.error_level and ow.error_print functions to provide access to them.

Initiate USB adapter with regular speed instead of flexible since LCD doesn't
support flexible speed. Simplified the DS9490_getstatus() a bit too and
it always wait for IDLE status now. (unless it times out)
